“…In July 2025, Congress gave ICE $45 billion for immigration detention. The plan, labeled “Detention Reengineering Initiative” by ICE, has intentions to enact a new detention model by September 30, 2026 by purchasing and modifying commercial warehouses to hold up to 10,000 detainees and create a network where smaller centers feed into larger ones.
ICE’s acting director, Todd Lyons described ICE’s intention as “[Amazon] Prime, but with human beings”.
The plan sees 24 warehouses acquired and converted – 8 “mega centers” that can hold 10,000 detainees and 16 regional processing centers to consolidate the amount of ICE detention facilities from around 300 to only 34 by the end of the year…”
